More than a year has passed since Yemeni fighters, backed by the United Arab Emirates, quickly sailed up Yemen`s Red Sea coast and may have raised fears of a long and bloody struggle for the vital port city of Hodeidah that could have triggered a famine. The battle was averted in December 2018 by the Stockholm Agreement, a UN-brokered agreement, in which the Yemeni government and its opponents to the Houthis agreed to a ceasefire and demilitarization process in Hodeidah, a prisoner exchange and the creation of a committee to de-escalate tensions in Taiz governorate. The agreement raised hopes that once these initial obstacles are overcome, Yemenis could begin broader peace talks to end the regionalized civil war now in its fifth year. • An immediate ceasefire will enter into force in the city of Hodeidah, the ports of Hodeidah, Salif and Ras Issa and the governorate after the signing of this agreement. The implementation of the first phase does not require a comprehensive agreement on local security forces. But it includes an agreement on a tripartite monitoring mechanism involving the Houthis, the Yemeni government and the United Nations, as well as an agreement on the identity of local security forces in the areas of the first phase and a port revenue management plan. On 13 December 22018, the parties to the conflict in Yemen met in Stockholm, Sweden, and agreed on a number of commitments that raised hopes for a peaceful settlement of the conflict that began in 2015 and led to an unprecedented humanitarian crisis and accusations of war crimes, crimes against humanity and human rights violations committed by all parties.  Khashoggi`s assassination was a turning point that even led members of the United States to harsh denunciations of Riyadh.
