Disputes over maritime or river islands are often the cause of territorial and border disputes. This legislation includes the Land Use Decree, which stipulates that ownership of all land in the country is transferred to the governor of the state, who would consider this country in trust for the people. This decree effectively deprives municipalities of the right to claim royalties from their own country`s oil and to receive only meagre sums as compensation for the loss of surface rights. This inevitably led to greater poverty and landless groups of people whose basic food source was denied to them as farmers. Such a situation gives rise to violent municipal clashes. Inter-ethnic and intra-ethical clashes are caused by the struggle for possession of resources, usually land.
